- Twinks can jump to fame level 40 immediately
- Media energy is completely removed
- You can upgrade heirlooms to level 60
- You can skip the introduction in the maw
- Allied races can be unlocked faster
- There are new travel modes for druids
- There are new customization options for various races
As I said, you can find all 40 improvements in detail in the article linked above. Also, take a look at the official German patch notes for even more details:

By the way, Blizzard has also published an overview of patch 9.1.5. There they put the improvement for the game experience in the foreground:
ISLAND EXPEDITIONS: SIGN UP AS SINGLE PLAYER OR GROUP
Players can now join the queue for Island Expeditions alone or in groups for Normal, Heroic, or Mythic difficulty levels. A whole range of rewards are just waiting to be captured.
UNLOCKING ALLIED RACES
Allied races such as the Humans of Kul Tiras, Mechagnomes, and Dark Iron Dwarves, which previously required completion of a dungeon to unlock, no longer require completion of the quest to gain access to these races. Players can simply skip them instead.
LINKING TRANSMOGRIFICATION SETS
Show off your complete transmogrification set in chat or online by simply linking it from within the fitting room. Players can hover over the items to see how they can be obtained, if they already own them, or if the template is available to the character viewing them.
POWER ADJUSTMENTS FOR PVP GEAR
Low item level PvP gear now scales to a higher item level in PvP situations. This should mitigate the power imbalance somewhat, allowing new characters to feel like they can keep up on Battlegrounds and in Arenas. This adjustment does not affect higher item level PvP gear.
